My two cents.

He could be suffering with a mental health issue, being unemployed for so long might have him down. (Depression)

You might want to work with him, encourage him to employ for jobs not just stroll through adverts. But there is a breaking point. If he is not hearing back from jobs within a month maybe, he needs to do something, learn a new skill, improve his chances of getting work.

He should be pulling his weight around the home, show him the bills, ORDER him to pay them. If he doesn't change within a month, show him the door.
